# Technical Accountant – Treasury & Capital

£500 per day PAYE \| Mainly Remote \| Contract until March 2027 Location: Redditch / Bromsgrove, Worcestershire Pay Rate: Up to £500 per day PAYE – flexible depending on experience Contract: Temporary assignment until 31 March 2027, with likely extension Working Pattern: Predominantly remote – initial office attendance required to collect IT equipment

## The Opportunity

LYNX Employment Services are recruiting an experienced Technical Accountant – Treasury & Capital to support corporate finance, treasury management and financial reporting within a local government environment.

This is an excellent opportunity for a qualified accountant with substantial local authority experience to take a leading role in implementing CIPFA cash-flow models, financial forecasting and treasury management processes.

The successful candidate will bring strong technical accounting knowledge, advanced Excel skills and the ability to work independently on complex financial matters.

## Key Responsibilities

• Lead the implementation and development of CIPFA cash-flow models, forecasting and financial reporting processes.
• Manage treasury activities, including daily cash-flow monitoring, borrowing requirements and investment planning.
• Support technical accounting requirements relating to financial instruments and IFRS 19.
• Prepare treasury management reports, budgets and Prudential Indicators.
• Support capital accounting, capital budgets and year-end financial statements.
• Maintain accurate fixed asset and grants registers.
• Prepare financial reconciliations, statutory returns and financial performance reports.
• Work closely with senior finance colleagues, treasury advisers and external auditors.
• Contribute to corporate financial planning, budget preparation and financial governance.

## Essential Requirements

Candidates must demonstrate:

Fully qualified accountant status – CCAB qualification or equivalent. At least 5 years' local government finance/accounting experience. Advanced Microsoft Excel skills, including complex financial modelling. Strong experience in treasury management, cash-flow forecasting and corporate finance. Sound knowledge of CIPFA accounting requirements and local authority financial reporting. Experience working independently with complex financial information and competing deadlines.

Previous experience implementing cash-flow models, working with financial instruments and supporting local government accounts closedown would be particularly advantageous.
